LVL returns always LICENSED when using non developer account...

What steps will reproduce the problem?
Hi,
I have built in the Sample code from LVL and putted it into my main
activity.

I haven't understood why it always returns LICENSED also if I setted
UNlicensed from my developer console when using a non developer account.
If I login to the emulator using a developer account I can get UNlicensed if I 
set it in the developer console, if I use a non developer account on the 
emulator it ALWAYS returns licensed.

Why? Is this a bug?

What is the expected output? What do you see instead?
LICENSED

What version of the product are you using? On what operating system?
Android Emulator OS 2.2 Google api update 2

Can you please verify that the non-developer account hasn't purchased the app?

The "test response" setting only affect the developer account and test accounts 
registered under that developer account. Regular users are unaffected by this 
setting.
