Introduce grade "n/a" for facilities that do not support remote monitoring #3

The reason "monitoring not available" indicates that no monitoring is available. We hence cannot assume it is out of order. Facilities in that state should not be graded.

The reason "monitoring disrupted" also suggests that a facilities status can be temporarily unknown. This case should also be considered.
