[Security] Only update, if x keys signed #9

Updates should only happen, if multiple keys signed the link list. The necessary amount of keys could vary for the different branches.

For example:

stable: at least 3 keys
testing: 2 keys
exerimental: 1 key

should work from f4636b935d7a063e186b5256c1a2053fc2a747c7 on. Was only roughly tested and should undergo some further check.
