Implement Infrastructure as Code with Terraform

As a developer I want to implement the infrastructure as a code so I can reproduce environments easily. For that, Terraform shall be used instead of Microsoft's ARM-Templates to be platform-agnostic.

AC1: The infrastructure can be redeployed easily. AC2. There can be multiple environments with different configuration (test, prod etc.)

DoD

[ ] Story is tested against acceptance criteria
~~Unit test should be passed~~
~~Integration test is done ( if applicable)~~
[ ] Non-functional requirements are met
[ ] Story ok-ed by Product Owner
[ ] Peer Code Review performed
[ ] Any configuration or build changes documented
