Windows fixes to compare_compilers.sh #305

I finally have access to a reasonably working Windows system. I ran all scripts (windows_setup.sh, runtests.sh, compare_compilers.sh) on Windows. I discovered and fixed a couple problems in compare_compilers.sh and the other two worked for me.
