Empty anyURI should validate #12

according to http://www.datypic.com/sc/xsd/t-xsd_anyURI.html and several other sources empty anyURI's should validate.

Sorry, from my point of view, xs:anyURI cannot be empty but xf:anyURI can. What do you think?
