Dictionary name and specification should not be allowed to be blank #29

At the moment, dictionary name and specification can be left blank, and while it apparently doesn't hurt anything, it should be required to have at least one character.

I should probably ensure a maximum length is being enforced, too, beyond the HTML5 maxlength attribute.
