enhancement: split download/seed views #244

the GUI provides 'filters' on the left to see what is coming down or done.

a view where both are visible, in 2 lists... down on top / seed on bottom would 
provide better visual distinction between what you have & what is coming down 
(rather then looking at 'all' & sorting by '%complete')
