Enhancement : Queueing system #292

Queueing system with maximum amount of downloading torrents that are 
unfinished. 
Asap a torrent has finished the next one can start downloading, finished 
torrents can stay active. 
Very handy for limited downstream capabilities.

It must be implemented in the transmission daemon.
