Updating Block List Erases the Block List

What steps will reproduce the problem?
1. Selecting Update Block List from the menu.

What is the expected output? What do you see instead?
Notification Message:  The blocklist has been updated succesfully.  The list 
entries count: 0.
But the blocklist is a 0kb empty file - "level1.bin".

Even if I manually download the file it will be erased.

What version of the product are you using? On what operating system?
GUI v2.1.1.1
Windows 7 Enterprise 64Bit AMD.
Transmission Daemon embedded on a Drobo FS. Based on Transmission 2.00.
