Ability to set torrent-specific ratio #324

Request the ability to set torrent-specific ratios that override the global 
ratio.

E.g. Any torrent added will, by default, utilize the global ratio. However, you 
can set a ratio specific to any one or multiple torrents that is different than 
the global ratio.

If you are using Version 2.1.1, right click on the torrent, select Properties, 
check the Seed Ratio check box and set the value as required
