Still downloads files that are set to skip/do not download

What steps will reproduce the problem?
1. Start a torrent
2. Set some files to skip

What is the expected output? What do you see instead?
Expected that files would be skipped and NOT download. However skipped files 
are still downloaded anyways

What version of the product are you using? On what operating system?
v2.1.1
Win7 Home Prem. x64

Please provide any additional information below.

What version of transmission-daemon?

Your torrent have large piece size - 4MB or more. Transmission download whole 
pieces. That's why you have partially downloaded unwanted files.
