Add Progenitor race.

From the Google doc:

• [x] Is allied to the Remnants by default - basically, they are the ancient race that built the Remnants.
• [x] Can use ancient command codes to cause non-Guardian Remnant flagships to self-destruct, like ‘Scuttle Derelict’, to use their pickups and (if I can make it work that way) support fleets. Alternatively, they can let the Remnants stay where they are, protecting the star systems from early enemy incursions.
  • [x] This does not include Seed Ships. Those guys are best left to roam the galaxy, no? :P
• [x] Has access to the Progenitor tech tree - the ‘Remnant’ armor and shield techs from the Guardian are now called ‘Progenitor’ tech
  • [x] Progenitors can unlock the Progenitor tech tree by researching (or, in their case, rediscovering :P) a lot of other techs, such as ‘Crystalline Armor’, ‘Singularity Core’, ‘Nanite Armor’, ‘Quantum Armor’, and that sort of stuff.
  • [x] Can also be unlocked by leveling the Ancient Hubworld to level 6 - this access method is available to non-Progenitors as well.
  • [x] This highly expensive section of the tech grid includes Recall Devices (Hubworld level 5 ability in the form of a facility and/or station subsystem), Control Chairs (Yes, this is what it sounds like. :P), Tunneling Drone Weapons (Ancient drones, yay! :P) and other sorts of exotic, really powerful technology.
• [x] Initially generates far less money/Influence/Research/Defense/Energy/Labor, as they have nearly no functioning infrastructure on their starting world. It may or may not be possible to eliminate this weakness later in the game, depending on how it affects balance.
• [x] May also coincide with another Guardian revamp in order to account for the new equipment from the Progenitor tech tree.
• [x] Homeworld starts with Quartz and Cyllium.

Hmm, maybe we should swap Progenitor tech and the Recall ability - it makes more sense to gate the tech behind level 6 and the ability behind level 5.

Meanwhile, I might have figured out a way to allow the Progenitors to take control of Remnant fleets using the LeaderAI takeoverFleet() command and a tweak to server/objects/Pickup.as. This would probably come with a certain fee (not sure if it should be energy or money) and still be unable to affect Guardians.

Funnily enough, the Terrakin, Feyh, Saar and Mono lore can all be interpreted as hinting at the presence (past, present or future, depending on the race) of Progenitors within the galaxy. Nylli, Hoonan and Oko sound like they simply evolved on their own, though.

Need to write down ideas for the Progenitor tech tree.

• [x] Recall Facility - an imperial building (or orbital for Nylli) with the Recall ability.
• [x] Control Chair - a subsystem which provides considerable amounts of Control in a single hex, but no repairs.
• [x] Progenitor Control Computer - a subsystem not unlike the Control Computer, except it provides access to the Remnants' immunity to radiation-induced crew loss.
• [x] Tunnelling Drone Weapon - a subsystem similar to Rocket Pods, except with custom graphics and armor-bypassing unspillable damage.
