Add Berserker race.

From the Google doc:

• [x] Cannot sign peace treaties. (Not sure if this is possible - if it isn’t, just give them a significant penalty to support cards instead, like ‘War Minded’ on steroids.)
• [x] Planets are ‘Happy’ whenever the empire is at war. Additionally, being at war with another empire gives them a +1 bonus to Labor and Defense generation on each planet, as well as a 5% boost to civilian Money, Labor, Energy, Defense and Research generations.
• [x] Ships generate a small amount of Research when in combat.
• [x] If not at war with another empire, all civilian resource generation is reduced by 50% due to infighting between the various clans. This makes it imperative that the Berserkers are always fighting someone.
• [x] Fleet effectiveness is increased by 25%, but personal quests for glory as well as internal disputes reduce support capacity by 50%. Weapon supply drains are reduced by 25% as well.

Hmm, maybe just the 'significant penalty to influence cards' would be better, though I HAVE found out how to disable peace treaties. (Or treaties of any kind.)

War-related buffs/debuffs: Must conduct further research into the hooks deleted in commit https://github.com/BlindMindStudios/SR2Beta/commit/2f732b8daf6e4e099078dd6d76842f378ed2e9c2 - while the techs used to apply those hooks are gone, their implementation could provide valuable insights into how to do this.

Research generation in combat seems fairly simple, just gotta check if objects with the status are fighting stuff.

Still not sure which native resource to give them.
