Right now, it doesn't make too much sense lorewise to be draining FTL energy or FTL crystals from the imperial stockpile. So, we could give FTL storage/generation to ships, let them generate and store FTL energy from their own FTL crystal caches. There'd still be an empire-wide FTL crystal stockpile, and this would be used by gates and fling beacons, or by hyperdrive/slipstream ships whose caches have been depleted.
[x] Rework Ship GUI to include FTL storage. (Bit far-fetched right now, but the whole thing hinges on it becoming possible. Perhaps we should also add a 'power' indicator, change the way power works?)
[x] Change hyperdrives and slipstream generators to draw FTL energy from the ship's reserves instead of the empire. Also, add FTL energy storage to ships.
[x] Add FTL generation and FTL crystal storage to ships. Make the former drain the latter.
[x] Change global FTL stockpile to hold FTL crystals.
[ ] Revamp FTL-related research. This is primarily lore-related, I think; but that depends largely on how much the global FTL stockpile changes.
[x] Large enough Power generation can be used to generate small amounts of FTL energy when no crystals are available on a ship. This is the only alternative source of FTL energy.
