Update migration support #452

Scope

The scope of this issue is to update the migrate tool to support the latest repo config.

Exit criteria

This issue can be closed once the migration tool and all related documentation have been updated and can be executed.

The exit criteria DOES NOT include any fixes needed where there are reports of users not being able to run the shell commands or any Windows issues.

This has been addressed in multiple updates to the generator. This is no longer an issue.
