Update relays structure slightly #332

I know I dont know java, but one thing I've learned is using things to do other things; in this case, use already defined things to redefine

Replaced Relays's anvils with steel deco blocks; bringing it close to the current structure in the OG mod
Removed Anvil Import, with them removed and replaced there's no need for it anymore lel

I could have sworn Deset Atom no longer has its centrifuges, but looking at the 7.10 structure code for it, its still exist. I would have included it in here as well if it was the case though, glad I checked just in case
