(Suggestion) radation absorber can decontaminate blocks #363

I think it would be nice for a rad absorber as it cleans a chunk of rads to also decontaminate blocks and return them to a non-contaminated form. ie contaminated sandstone --> sandstone. Ideally, this would be the inverse of how blocks and chunks are contaminated. This could also happen naturally but much slower.
