What steps will reproduce the problem?
1.Applying the Barrel Reinforcement mod

What is the expected output? What do you see instead?
The mod data says the mod improves weapon spread.
Instead, the mod changes weapon condition. However, the weapon condition is set 
to .75, when, assuming it should be improved 75%, it should be set to 75. A 
more realistic value would be 25 or 50.
