Currently no tests for these files. Leftover task from #1.

Need to figure out how to include test bill PDF fixtures without committing personal information to the repository. Ideas:

Create a simple empty PDF from Word with only the phrase I'm searching for.
Take a real bill PDF and use Acrobat to redact all the personal information, then verify with some PDF to text utility.
