Rhamp lucky feathers not activating #13159

Expected Behavior

When bitten, lucky feathers should activate and go on a 5 minute cooldown and make your health go to around 5%, basically making you two shot no matter what hits you.

Current Behavior

Lucky feathers does not activate at all, causing the rhamp to be one shot
