Improved default values in searching for partial inundation #30

A new way to search for partially inundated cases at the start and end of each inundation event, using a proportion of each inundation event as the search window. Testing has shown this to be much more robust than entering a minute value, that can be very dataset specific.

[ ] Cai - test several Mini Buoy designs in different settings to see the new method holds up

I've overhauled the get.hydrodynamics function, so will issue this as a new pull request with the rebased master
