[bybit/ws] Exit the application when a configured maximum number of reconnect tries is reached

• Add reconnectTries to application.conf and to Config file
• Represent the tries as a Ref variable starting with 0
• Increment the Ref every time after a failed reconnect try
• When Ref >= reconnectTries stop trying
• Set Ref again to 0 when a try is successful
