I downloaded the file and can confirm that there is a vertical green line at the right when using MPC-BE 1.5.5 build 5383 with MPC-VR 0.4.8.1419 and LAV Filters 0.74.1.64 using D3D11 Video Processor in LAV Video Configuration.

What is quite rare is that the file is 4:3 and also HEVC in combination
