Merge Util/tests into main #73

Adds tests to the build and to the GitHub workflow.

Why did one version work, and the other fail?

The tests won't work because I changed how tests are called from the command line. This branch comes from an older version that has a different command line interface. Add 'Test' to command line arguments to fix the issue.
