Support WaterdogPE 2.0 (and partial bungee updates)

Description

This update adds support for WaterdogPE v2. (and updated bungeecord)

Not sure if bungeecord works, but I needed to make changes to this in order to build the project.

Changes

• Bumped lombok to 2.18.4 to 2.18.26
• stargate-waterdog now supports WDPE v2
• Bungeecord has been updated to support Minecraft: Java Edition 1.19.x

You should also update the Java version of Jenkins to 17 in order to build the jar properly. Lombok 2.18.26 has incompatible changes with Java 11.
