Update checkpoint link #24

Switches over to our self-hosted download link since the Google one is rate-limited at the moment

Hi Ben, can you please add the same link here so that the auto download functionality can utilize this new link :slightly_smiling_face:

Ok it seems like if we replace that link, we also have to refactor download_checkpoint accordingly

Hmm well that falls outside my expertise, didn't realize this was the case. But it seems that people can't run the code, and we have a valid way of downloading it, so it would be nice to find a fix.
