Support for Tenor Gif API #1464

We'd like to use the Tenor GIF API to provide gifs in Trumbowyg. Can a plugin for this API be developed? We are happy to sponsor the development of this plugin.

I feel like the GIPHY plugin can likely be copied and adapted to the Tenor API.
