Extension for making ICE-calls #638

There are extensions for calling a chosen contact, but you still have to unlock 
to complete the call. It would be practical to (choose to) allow call to 
ICE-number(s) without unlocking. Is it possible to implement such a feature in 
a extension? Are such permissions available?

(I can't code myself, just thought I'd share an idea...)
