Taps on the weather icon should search using the user's local Google search

I'm in the UK but when I tap on the weather icon I'm still taken to a 
Google.com search for [weather] so that results page doesn't have the local 
weather widget on it. 

I tried setting the shortcut to launch the Google app in case that would make 
it search for [weather] happen through the app but instead the search didn't 
submit and it broke the launcher in a few ways until I restarted (half of my 
icons vanished, I couldn't drag the ones I had left). 

I'm on a Nexus 5 with stock 4.4.2 ROM and the default launcher and I have kept 
the default search locale as UK
