When you disable the lock screen. There's an icon that appears in the status
bar in the upper left. It looks like a lock with an X in it. If you don't see
that icon that's the problem.

Sorry it took so long to reply. I have been doing it like you told me and
waiting to make sure it was not a fluke. The icon is in the status bar. The
problem now that I am using it correctly is that it still does not stay
disables. Sometimes when I wake the phone back up I have to slide to unlock
it still and the icon is in the status bar.
