Keyguard lock is occasionally lost. #4

The keyguard lock gets lost sometimes.
Android is killing the service.

This happens in low memory conditions.

The solution is to make the service a foreground service. This will require a 
notification at the top. :(

I've thought about this and it's better to have the ugly notification icon 
rather than have the app not work occasionally.

This is almost finished. I have a notification break in 1.6 that needs to get 
fixed.
