I can get it loaded and running up to 25fps with everything low and vertex 
lighting over lightmaps with no sound.

Would using ARMv6 build speed up anything?

I think I made a ARMv6 build for someone just for a testing a while ago but I 
don't
think it helped that much. If you want you can try to compile it yourself and 
play
with the build flags.

I think you might be at about the max of this phone. Performance sounds 
reasonable. Just for reference in a timedemo without sound and vertex lighting 
I get 28.4fps on a Nexus One. If would set some more stuff to low I would 
likely get around 30fps or a little more. In game the fps fluctuates between 
25-40 but I think on average it is about 30fps. The cpu in the nexus one is 
quite a bit faster than the one in the Samsung (the MHz difference is 'only' 
200MHz but ARMv7 helps + FPU helps a lot).
