Galaxy S - Problem with getting Tilde to open console without doing it within a game. #91

I can't get tilde to show the console. Only when I am in a game i can access 
it. When I do run it by typing 

/devmap 
q3dm16 and then 
/timedemo 1 
/demo four

The demo runs but I can booted out to the menu, and I can't access the tilde 
again.
