Added OCPP tests

Tests have been added for the following:

• Connecting to socket
• Booting charger
• Start transaction
• Stop transaction
• Reserving charger

To run the tests, set RUN_OCPP_TEST to 1 in the .env file and run docker compose up again. The tests are dependent on the local database (with data found in db.js).
