Refactor OCPP testing code #162

Because of time constraints, parts of the OCPP code might not be up to the coding standards of the rest of the Backend (mainly tests).

Examples of technical debt:

Tests are dependent on timeouts for socket messages to work
Lack of testing framework reduces quality

Estimation: 8h (only tests)
