Make "dev" default branch for WebAdmin (and maybe others?) #93

I would like to know if other teams wants that too and if I should do this for all teams. I don't want to do this one by one. (meaning I would like to have only one issue for this, can still enable it one by one since that is what I will have to do anyways.)
