Use the new --system flag for uv in `test.yml` #200

@charliermarsh... looks like --system works on Windows with Python 3.12, but not on Windows with Python 3.11 or Python 3.10??

(The test.yml workflow is the only one that runs on Windows as well as Linux/MacOS)
