I think that they do provide evidence about the project maintainer's (me) state of mind at the time of their creation and therefore regardless how silly or ugly they are they provide transparency. For me transparency is an integral part of TDD, and therefore they're staying. But not with outdated dependencies.
consolidation/log was at some point used until I replaced it with psr/log, needs to be updated in the older tests. Also anything else that is needed to get them working, if possible. ATM they're setup to be ignored by PHPUnit.
