Implement the tutorial scenario to teach players the basics of mod's gameplay.

  1. Start with a rover Message: welcome, short mod description, rover description, explore area to get funding to establish a base
  2. Once enough funding is collected, 'order' Orion with an astronaut Message: astronaut + order process description and goal
  3. Remaining buildings / resources descriptions and goals
