Tutorial documentation in /tutorial/ directory #11

For full merging the tutorial into the main documentation:

The .rst files for the tutorial documentation should be moved into a folder within /scikit-learn/doc/tutorial/

At present they are just chilling in the main /doc/ directory.

See for example /doc/tutorial/statistical_inference/

let me know if I'm being unclear :smiley:
