Improve plutosdr plugin : Sorry for pull request #1512

Detail description on user side for each plutosdr
Improve iio buffer usage
Add underflow status
Add select RX1/RX2 (RevC/plutoplus/anstdr)
Add CS8/CS16 selection when appropriate firmware (Tezuka)

Only bandplan, colormaps and themes are accepted. Code pull requests are NOT welcome. Open an issue requesting a feature or discussing a possible bugfix instead.
