closes #34 - adds settings in db #41

Relevant issue: #34

Description:

Converts settings from filesystem json files to settings. Also changes 'first name' to 'legal first name' and 'last name' to 'legal last name' so that we don't have 'chosen first name' and 'first name' because that's just weird
