If I understand SNI correctly, waybar does not directly use either library libappindicator nor libayatana-appindicator. Its the application wishing to create a tray icon must use those, not the tray itself..
libayatana-appindicator and dev-libs/libayatana-indicator are the only appindicators implementation that are still maintained and developped, while Ubuntu libappindicator stuff are unmaintained for ages.
OpenSUSE and Debian already migrated, that would explain why tray icon is not working for users of those distributions: https://wiki.debian.org/Ayatana/IndicatorsTransition
