Smarter notifications feauture request #51

What steps will reproduce the problem?
1.Open VK android app
2.Open VK web site on your PC
3.Put Android or iPhone device on table near PC, sit in front of PC, VK site 
opened
4.Perform some action on VK site
5.Recieve VK message
6.Notice double notification on your PC and on Android  or iPhone device

Expected notification only on active used device.
Instead, notification on all devices

Using latest VK version.

Double notifications are simply annoying.
