This request is urgent due to recent incidents inside this repository, this issue requests:

[ ] At least a person who moderate issues, TLDR if you don't want others to code access (write), give them Triage role. Role spreadsheet
[ ] Issue template form, for easier proof reading when look at a glance. about it in github docs
[ ] Contributing guideline, about it in github docs

I hope you fulfill the first one before others since we really need it right now
