Issue with latest pacman - all commands return 127 after update

Hello, just recently (in the past 3-4 days) I've started running into the following problem on Windows 2012r2.

How to replicate:

• download http://repo.msys2.org/distrib/x86_64/msys2-base-x86_64-20161025.tar.xz
• uncompress
• as administrator run msys2_shell.cmd
• exit from shell after setup
• as administrator run msys2_shell.cmd
• run pacman -Sy pacman
• run any pacman command, for example pacman -Syuu or even just pacman --version - these all return 127 with no stdout output.

(I also tried exiting the shell between the pacman package update and the next commands, with the same result)
