quick update to the release notes doc

Some of the dates were wrong when I went to update the CAVATICA project page after #1245

Updated the release-notes.md file within doc to the proper dates to avoid confusion

Looks good! One other thing I'm noticing in this file, separately from where you edited. The next section's formatting is wrong (hashtags need space after) and structure looks different from previous archived. Can you update this section of the doc too?
