We use workflows to automate the building/pushing of docker images
Explain the circumstances when this action is run
Explain the order of operations when updating dockerfiles:
Once the module GHA (link) uses the docker image instead of renv/conda, if you need to update the environment, you have to PR the docker change first, and then PR the module changes that use that change.
