Add tagged push to all docker release #535

A small PR to add pushing docker images when there is a semantically tagged release of the repository as a whole.

This somehow slipped through earlier docker image building updates.

Hmm... Relatedly: I'm not sure why https://github.com/AlexsLemonade/OpenScPCA-analysis/actions/runs/9569918033/workflow didn't work when pushed to main. I would have expected it to, but maybe teh permissions were not quite set correctly...

Yeah, seemed credential-y, but that's more your wheelhouse..
